UNI Developments is a land developer based in Spokane Valley. We buy land, take it through entitlement (plats, site plans and permits) and get it ready for construction. Most of our work is medium to high density residential, plus mixed-use and commercial sites. Our office is at 12929 E Sprague Ave, Suite 201, and our active projects are spread across the Spokane area.

What we do, from purchase to finished lots

We run every project through the same five stages: identify, acquire, entitle, develop and deliver.

Identify and acquire

We look for land where the zoning and utilities support more homes or a better use than what’s there today. That can be an infill lot inside the city, a few acres near sewer and water, or a lot with a house on it that can be split. Before we buy, we check zoning, frontage, access and how far the property is from sewer and water. If you own land like that, read how selling land to a developer works.

Entitle

Entitlement is the approval work: short plats, long plats, site plans and permits. We prepare the application with our engineers, answer agency comments and work through the conditions of approval. Our page on subdivision development walks through the plat process step by step.

Develop

Once a plat is approved, the site gets built out: road, sewer, water, stormwater, power and frontage improvements. We manage construction in-house. Our advisors include Whipple Consulting Engineers for engineering and Devout Group for excavation and management.

Deliver

The end product depends on the project. On Upriver Drive the plan is to sell the finished lots to a builder. On other properties we keep the existing home as a rental or hold the building long-term.

Where we work

We’re based in Spokane and work in Washington, Idaho and Montana. In Spokane County, the rules for dividing land change depending on which jurisdiction the parcel sits in:

We also work in Liberty Lake and Millwood. For Idaho, see land development in Coeur d’Alene, Post Falls and North Idaho.

Recent projects

Upriver Drive, Millwood

A 15-lot long plat on 2.03 acres near the Spokane River and the Centennial Trail. The work includes frontage improvements and a private road with a walkway. We renovated and resold the one existing home. The project is in site work and final plat, and the lots are planned for sale to a builder.

Strong Road, Five Mile Prairie

Ten lots of about 5,000 square feet each, plus the existing home, in the Mead School District. The preliminary plat was approved in September 2026, and site work is planned for spring 2027.

4th Avenue, Spokane Valley

A two-lot split. We kept the existing duplex as a rental and created one new buildable lot.

We also have a mixed-use parcel on Harvard Road in Liberty Lake in feasibility. Read about it on our commercial and mixed-use development page, or see all of our work on the projects page.

Who we work with

Frequently asked questions

What does a land developer do?

A land developer buys raw or underused land, gets it approved for a new use and builds the infrastructure. For a subdivision that means the plat approval, then the road, sewer, water and stormwater work, and finally a recorded plat with legal lots that a builder can build on.

What areas does UNI Developments work in?

We are based in Spokane Valley and work across the Spokane area, including Spokane, Spokane Valley, Millwood and Liberty Lake. We also work in Idaho and Montana.

What is the difference between a short plat and a long plat in Spokane County?

In unincorporated Spokane County, a short plat creates up to nine lots inside the Urban Growth Area or up to four outside it, and the Building and Planning Director decides it. Anything larger is a subdivision, often called a long plat, and needs a public hearing before the Hearing Examiner.

Does UNI Developments build homes?

Our work centers on land: buying it, getting approvals and building out roads and utilities. We manage construction in-house. On Upriver Drive, the finished lots are planned for sale to a builder.
